Create the menu

Open Messenger settings

Go to Settings → Channels → Messenger → Persistent Menu.

Edit menu items

Click Edit, add labels, and map each item to a published flow or supported action.

Optional: disable keyboard input

Uncheck Allow keyboard input if you want menu-only navigation.

Save and test

Save, then open a Messenger thread with your Page and confirm the menu appears.
